Spigot Vs. Forge?

I'm trying to set up a new Minecraft server on my PC. What are the differences between Spigot and Forge, and what are their use cases. I'm a beginner in MC servers, but I have set up a few before for Minecraft Classic, and Classicube, MCForge being one. Also, is there a server that combines the best of both? Kind of like Cauldron, but more recent. I'd like to have Vivecraft for me, and have clients see all the extras. Hopefully, also something that could work on a vanilla client.

Vanilla clients go with Spigot. Forge servers usually need mods on both client and server.
